The statutory quality council responsible for occupational qualifications. QCTO accredits Skills Development Providers, oversees the design and quality of occupational certificates (such as those offered by Elsenburg and through CATHSSETA), and works with the SETAs on programme-specific accreditation.
The proposed Valley of Grace Learning Campus would seek QCTO accreditation as a Skills Development Provider to operate its vocational training centre, and later to offer higher-level occupational qualifications through the Bioregional Learning Centre.
