The national legislation governing the transformation of “coloured rural areas” formerly under the Rural Areas Act. The TRANCRAA process converts land tenure and management from state or municipal control to community structures, typically a Communal Property Association. Farm 39 in Genadendal is TRANCRAA land with unresolved tenure. The process is central to Genadendal community governance and to any Learning Campus use of community land.
